Lawyer says Lohan committed to turning life around

LOS ANGELES (AP) ? Lindsay Lohan's lawyer says the actress is committed to turning her life around and wants to record public service announcements about the dangers of domestic violence, alcohol abuse and drunken driving.

Mark Heller says in an interview that the actress' plans are independent of a criminal case that could return her to jail.

He says Lohan is undergoing intense psychotherapy sessions and has had an "epiphany" about issues that have landed her in court repeatedly since her first arrests in 2007.

Heller says he is meeting with a prosecutor Friday to discuss a possible resolution to a misdemeanor case that alleges Lohan lied about driving when her car smashed into a dump truck in June. Lohan has pleaded not guilty in the case, which also charges her with reckless driving.

Asian stocks fall amid unease about US budget

BEIJING (AP) ? Asian stock markets fell Tuesday amid anxiety about impending U.S. government spending cuts and the uncertain outcome of Italy's general election.

Oil dropped below $93 a barrel on concern about possible setbacks in all the major economic regions.

Japan's Nikkei 225 shed 1.4 percent to 11,502.30 while China's benchmark Shanghai Composite Index added 0.2 percent to 2,329.07. Hong Kong's Hang Seng lost 0.6 percent to 22,693.86 and Taipei, Seoul and Sydney also suffered declines.

Investors were spooked by the specter of automatic U.S. spending cuts that hit this week and political instability in Italy following a general election.

In Asia, Chinese markets have drifted after Beijing ordered new efforts to cool housing prices, prompting fears of tighter monetary policy that might slow a gradual economic recovery. Investors also were dismayed by a survey that showed February factory activity slowing.

"As all three major economic areas face uncertainty, risk aversion has returned," said Credit Agricole CIB economist Dariusz Kowalczyk in a report.

Markets were volatile Monday amid uncertainty about the outcome of Italy's election. Exit polls suggested a center-left coalition might be able to form a government. But later polls showed a center-right group led by former Premier Silvio Berlusconi might win control of the upper house ? a scenario that might produce political deadlock and force new elections.

Berlusconi has promised to roll back some of the austerity measures introduced by technocrat prime minister Mario Monti. Heavily indebted Italy's stability is considered crucial to the future of the euro currency bloc and European leaders want Rome to enforce Monti's spending controls.

On Wall Street, the Dow fell 216.40 points, or 1.6 percent, to 13,784.17, its biggest drop since Nov. 7. The S&P 500 fell 27.75 points, or 1.8 percent, to 1,487.85, falling below 1,500 for the first time in three weeks. The Nasdaq composite dropped 45.57 points, or 1.4 percent, to 3,116.25

In China, investors were dismayed when HSBC Corp. said Monday a preliminary version of its purchasing managers index showed Chinese manufacturing unexpectedly fell in February to a four-month low and export orders declined.

China is recovering from its deepest slowdown since the 2008 but analysts say the rebound will be gradual and could be jeopardized if trade or investment falls.

Investors also are awaiting new U.S. data and remarks by Federal Reserve chairman Ben Bernanke.

Last week, minutes from the Fed's latest policy meeting showed concern over monetary stimulus, stoking jitters in the markets.

In currency markets, the dollar weakened to 92.55 yen from the previous day's 92.59.

The yen has fallen by about 20 percent in recent weeks, helping to boost the Nikkei on hopes of stronger exports.

Benchmark crude for April delivery was down 57 cents to $92.54 in electronic trading on the New York Mercantile Exchange. The contract settled Monday at $93.11.

Flipping The Switch: What It Takes To Prioritize Electric Cars

"Electricity is the most likely out of all of the alternative fuels ... to be the next fuel for the consumer."

That's what Jonathan Strickland of the website HowStuffWorks tells NPR's Jacki Lyden.

But electric vehicles are not without their controversies or challenges. One of the biggest questions is how a transition from gasoline to electric fuel can actually take place.

Estonia is making that leap. The country now has a nationwide charging network for electric cars, making the claim that it's the first country to do so.

The head of Estonia's program, Jarmo Tuisk, said in an interview with Reuters:

"We have proved that there is a real possibility to set up a network in a country, and there are no technical barriers."

So how many Estonians are actually taking part? Here's what Reuters reports:

"Estonia, with a population of about 1.2 million, has 619 all-electric cars, of which 500 are used by public authorities, and about 100 by private people and companies.

"That amounts to one electric vehicle for every 1,000 cars, second only to Norway, which has four per 1,000. The Netherlands is third at 0.6 per 1,000."

Size is no small matter. The U.S. is a way off from creating such a network. But New York City Mayor Michael Bloomberg has a vision of making charging stations omnipresent.

In his State of the City address last week, Bloomberg laid out a plan to create up to 10,000 parking spaces for electric vehicles over the next seven years, the New York Daily News reports. He also said the city would have more electric cars for city use and would introduce electric taxis.

Strickland of HowStuffWorks says that to transition to a predominantly electric vehicle society, there are a couple of things that would need to happen:

"We'd have to ramp up production, and we'd have to start to really invest in the power grid in the United States to make sure that we could meet the demand of all these cars plugging into the grid."

There's also the business of generating enough electricity ? cleanly. Electric fuel's environmental impact also greatly depends on how it's produced.

"Scalability is a challenge across every single one of these alternative fuels because we don't have anything that can meet the same supply that our gasoline has right now," he says.

To push the use of manufacturing and using alternative fuels, the government has a few moves it can make, says Adele Morris, who studies energy incentives for the Brookings Institution. Those tools include: tax incentives; mandates on certain kinds of fuel; and having the government buy alternative fuel for itself.

There are three common arguments for why the government should take one of these measures, Morris says:

  1. Environmental impact.
  2. Dependence on oil, particularly imported oil.
  3. Job creation in a new industry.

In a study, Morris asked the question: Do these arguments make economic sense?

"For example, on the environmental objective, certainly we are concerned about greenhouse gas emissions from fossil fuels," she says. "But we argue that the best way to address that would be to put a price on carbon, for example through a carbon tax, rather than try to subsidize alternatives. It's much less efficient."

Morris argues subsidies pay people for things they were going to do anyway, and that setting standards doesn't encourage entrepreneurs to surpass those standards. An important role for government is in research, she says.

In the U.S., there is a tax credit for purchasing electric vehicles, but that doesn't guarantee the environment is getting cleaner, Morris says.

"The way the rules work, electric vehicle manufacturers can sell credits to other automakers toward their fuel economy standards," she says. "So that means that other automakers can sell more polluting cars for every electric car that's sold."

Afghanistan: U.S. special forces must leave province

KABUL, Afghanistan (AP) ? Afghanistan's president on Sunday ordered all U.S. special forces to leave a strategically important eastern province within two weeks because of allegations that Afghans working with them are torturing and abusing other Afghans.

The decision seems to have caught the coalition and U.S. Forces Afghanistan, a separate command, by surprise. Americans have frequently drawn anger from the Afghan public over issues ranging from Qurans burned at a U.S. base to allegations of civilian killings.

"We take all allegations of misconduct seriously and go to great lengths to determine the facts surrounding them," the U.S. forces said in a statement.

Also Sunday, a series of attacks in eastern Afghanistan showed insurgents remain on the offensive even as U.S. and other international forces prepare to end their combat mission by the end of 2014.

Suicide bombers targeted Afghanistan's intelligence agency and other security forces in four coordinated attacks in the heart of Kabul and outlying areas in a bloody reminder of the insurgency's reach nearly 12 years into the war.

Presidential spokesman Aimal Faizi said the decision to order the American special forces to leave Wardak province was taken during a meeting of the National Security Council because of the alleged actions of Afghans who are considered linked to the U.S. special forces.

He said all special forces operations were to cease immediately in the restive province next to Kabul, which is viewed as a gateway to the capital and has been the focus of counterinsurgency efforts in recent years.

The Taliban have staged numerous attacks against U.S.-led coalition forces in the province. In August 2011, insurgents shot down a Chinook helicopter, killing 30 American troops, mostly elite Navy SEALs, in Wardak. The crash was the single deadliest loss for U.S. forces in the war.

Afghan forces have taken the lead in many such special operations, especially so-called night raids.

"Those Afghans in these armed groups who are working with the U.S. special forces, the defense minister asked for an explanation of who they are," Faizi said. "Those individuals should be handed over to the Afghan side so that we can further investigate."

A statement the security council issued in English said the armed individuals have allegedly been "harassing, annoying, torturing and even murdering innocent people."

Ceasing all such operations could have a negative impact on the coalition's campaign to go after Taliban leaders and commanders, who are usually the target of such operations.

Faizi said the issue had already been brought up with the coalition.

The U.S. statement said only that the announcement was "an important issue that we intend to fully discuss with our Afghan counterparts. But until we have had a chance to speak with senior Government of the Islamic Republic of Afghanistan officials about this issue, we are not in a position to comment further."

The brazen assaults, which occurred within a three-hour timespan, were the latest to strike Afghan forces, who have suffered higher casualties this year as U.S. and other foreign troops gradually take a back seat and shift responsibility for security to the government.

The deadliest attack occurred just after sunrise ? a suicide car bombing at the gate of the National Directorate of Security compound in Jalalabad, 125 kilometers (78 miles) east of Kabul.

Guards shot and killed the driver but he managed to detonate the explosives-packed vehicle, killing two intelligence agents and wounding three others, according to a statement by the intelligence agency. Provincial government spokesman Ahmad Zia Abdulzai confirmed the casualty toll and said the building was damaged in the attack.

A guard also shot and killed a man in an SUV filled with dynamite that was targeting an NDS building on a busy street in Kabul, not far from NATO headquarters. The explosives in the back of the vehicle were defused. Blood stained the driver's seat and the ground where security forces dragged out the would-be attacker.

Shortly before the Jalalabad attack, a suicide attacker detonated a minivan full of explosives at a police checkpoint in Pul-i-Alam on the main highway between Kabul and Logar province. One policeman was killed and two others were wounded, along with a bystander, according to the NDS.

Also in Logar province, which is due south of Kabul, a man wearing a suicide vest was stopped by police as he tried to force his way into the police headquarters for Baraki Barak district, said Din Mohammad Darwesh, the provincial government spokesman. The attacker detonated his vest while being searched, wounding one policeman, according to Darwesh and the NDS.

Taliban spokesman Zabiullah Mujahid claimed responsibility for the Jalalabad attack and two others in the eastern province of Logar in an email to reporters. He did not address the attempted assault in Kabul.

Bulgarian government resigns amid growing protests

SOFIA (Reuters) - Bulgaria's government resigned on Wednesday after violent nationwide protests against high power prices, joining a long list of European administrations felled by austerity during Europe's debt crisis.

Prime Minister Boiko Borisov, a former bodyguard who swept to power in 2009 on pledges to root out corruption and raise living standards in the European Union's poorest member, now faces a tough task to prop up eroding support ahead of a probable early election.

Wage and pension freezes and tax hikes have bitten deep in a country where living standards are less than half the EU average and tens of thousands of Bulgarians have rallied in protests that have turned violent, chanting "Mafia" and "Resign".

On Tuesday, 11 people were hospitalized - including one man bleeding heavily from the head - and 11 arrested after protesters threw flares at police, who fought demonstrators with shields and truncheons.

"I will not participate in a government under which police are beating people," Borisov, who began his career guarding the Black Sea state's communist dictator Todor Zhivkov, said as he announced his resignation on Wednesday.

Parliament is expected to accept the resignation later in the day.

The spark for the protests was high electricity bills, after the government raised prices by 13 percent last July. But it quickly spilled over into wider frustration with Borisov's domineering manner and unpredictable decision making.

The prime minister made sacrifices in an attempt to cling on, sacking his finance minister, cutting power prices and risking a diplomatic row with the Czech Republic by punishing foreign-owned companies, a move that conflicted with EU norms on protection of investors and due process.

Borisov's rightist GERB party is the dominant faction in parliament but will not take part in talks to form a new government, Interior Minister Tsvetan Tsvetanov said, indicating that an election planned for July will now be held early.

"He made my day," student Borislav Hadzhiev, 21, in central Sofia said, commenting on Borisov's resignation. "The truth is that we're living in an extremely poor country."

GERB's popularity has held up well and it still leads, just, in the polls, largely because budget cutbacks have been relatively mild compared with those in many other European countries. Salaries and pensions were frozen rather than cut.

But the last opinion poll, taken before protests grew last weekend already showed the opposition Socialists were nearly tied with the ruling party and analysts said the protests had boosted the Socialists' chances.

Unemployment in the country of 7.3 million is far from the highs hit in the decade after the end of communism but remains at 11.9 percent and average salaries are stuck at around 800 levs ($550) a month.

Millions have emigrated in search of a better life, leaving swathes of the country depopulated and little hope for those who remain.

The measures announced this week has also put the country on a collision course with the EU and financial investors without easing the tension at home.

Czech Prime Minister Petr Necas demanded an explanation from Bulgaria and accused it of "politicizing" the power sector by threatening to revoke the electricity distribution license of central Europe's largest listed company CEZ, 70 percent of which is owned by the Czech state.

There have also been fines for another Czech company, Energo-Pro and Austria's EVN.

The precedent is unlikely to encourage other foreign investors, who already have to navigate complicated bureaucracy and widespread corruption and organized crime if they want to take advantage of Bulgaria's 16-percent flat tax rate.

"The resignation is the only responsible move," said Kantcho Stoychev, an analyst with pollster Gallup International. "It also gives Borisov some legitimacy to stay in political life in the future, despite the violent police actions last night."

Zimbabwe prisons to review death sentences

HARARE, Zimbabwe (AP) ? Zimbabwe prison officials said Wednesday that they are not in a hurry to engage the services of a newly-appointed hangman to execute the 77 inmates on death row and will review their sentences.

Prison authorities want to give prisoners facing execution a "chance to live," official Huggins Machingauta said. He said all death sentences will be brought before the cabinet of ministers for a review to commute them to life.

"We are in no hurry to hang anyone. It is our wish and hope that they get a reprieve," Machingauta said.

The hangman's post was vacant for about seven years since the previous one retired in 2005. State media reported earlier this month that prison officials said they found a new hangman.

A new proposed draft constitution endorsed by the country's two main political parties exempts women, men under 21 and those over 70 from the death penalty. The charter, which will be put to a referendum on March 16, only allows for the imposition of death penalty for cases of "aggravated murder."

Civic rights groups, however, want the "total abolition" of the death penalty.

Edison Chiota, head of a prisoners' rights group, Zimbabwe Association for Crime Prevention and Rehabilitation of the Offender, said Wednesday his group is against what he called the selective way the law would be applied under the new constitution.

"People are all the same without taking gender and age differences into account," Chiota said.

He said if Zimbabwe decides to continue with the executions it must adopt international best practices of execution such as the lethal injection that do not cause excessive pain.

Chiota said Zimbabwe uses the oldest method of hanging called "the long drop" where the prisoner is made to stand on a trap door. The trap door is opened for the noose to break or dislocate the neck.

"Hangings are outdated," Chiota said.

A prison officer who spoke to The Associated Press on condition of anonymity for fear of losing his job said he is still haunted by several executions he witnessed in his 20 years of service at Harare's Central Prison.

"The method is gruesome and inhumane, I wouldn't recommend anyone to witness it," he said. "One only needs to read the log book in which the executions are entered to have chills run down the spine."

The officer said it was a "harrowing ordeal to have to accompany someone to such a brutal end."

Bhaskar Jadhav junks fat wedding charge, says will quit if proved wrong

Refuting the allegation that an irrigation department contractor had sponsored his children?s weddings, minister of state for urban development Bhaskar Jadhav on Tuesday said that he would quit public life if the allegation was proved correct.

?If it is proved that an irrigation contractor named Shah spent for my children?s wedding, I will not let anyone ask for my resignation, (instead) I will quit political life,? he said.

Jadhav has come under scrutiny following the lavish weddings that were solemnised last week. On Monday, the IT department conducted raids in his properties at Chiplun in Ratnagiri and Karad in Satara.

Continuing its action on Tuesday, the department conducted raids at the properties of a person identified as PC Shah. The raids were carried out at his residential bungalow ?Pushpak? in Karad and his hotel ?Pankaj? on the Mumbai-Bangalore highway near Karad. Sources say that in a day-long search, teams of the department scrutinised some data stored in a computer.

In Chiplun, they recorded the statements of two persons identified as Joshi and Pilpile. Both own land the in partnership where the extravagant weddings had taken place.

DiCaprio calls for ivory trade ban in Thailand

BANGKOK (AP) ? Hollywood actor Leonardo DiCaprio has called on the Thai government to ban all ivory trade in the country, as part of a global campaign to tackle the illegal wildlife crimes.

International conservation group World Wildlife Fund said in a statement Tuesday that DiCaprio sent a personal email to his friends and supporters to encourage them to sign a petition addressing Prime Minister Yingluck Shinawatra over the wildlife trade.

In the email, DiCaprio called on the Thai government to take the lead on elephant conservation by shutting down the ivory market.

Although Thai law prohibits sales of African tusks in the kingdom, ivory from domesticated elephants can be traded legally.

Activists say the loophole encourages massive quantities of African ivory to be illegally imported to Thailand each year.

A solution to sinusitis from the sea

Feb. 18, 2013 ? A team of scientists and surgeons from Newcastle are developing a new nasal spray from a marine microbe to help clear chronic sinusitis.

They are using an enzyme isolated from a marine bacterium Bacillus licheniformis found on the surface of seaweed which the scientists at Newcastle University were originally researching for the purpose of cleaning the hulls of ships.

Publishing? recently in PLOS ONE, they describe how in many cases of chronic sinusitis the bacteria form a biofilm, a slimy protective barrier which can protect them from sprays or antibiotics. In vitro experiments showed that the enzyme, called NucB dispersed 58% of biofilms.

Dr Nicholas Jakubovics of Newcastle University said: "In effect, the enzyme breaks down the extracellular DNA, which is acting like a glue to hold the cells to the surface of the sinuses. In the lab, NucB cleared over half of the organisms we tested."

Sinusitis with or without polyps is one of the most common reasons people go to their GP and affects more than 10% of adults in the UK and Europe. Mr Mohamed Reda Elbadawey, Consultant of Otolaryngology Head and Neck Surgery, Freeman Hospital -- part of the Newcastle Hospitals NHS Foundation Trust -- was prompted to contact the Newcastle University researchers after a student patient mentioned a lecture on the discovery of NucB and they are now working together to explore its medical potential.

Mr Elbadawey said: "Sinusitis is all too common and a huge burden on the NHS. For many people, symptoms include a blocked nose, nasal discharge or congestion, recurrent headaches, loss of the sense of smell and facial pain. While steroid nasal sprays and antibiotics can help some people, for the patients I see, they have not been effective and these patients have to undergo the stress of surgery. If we can develop an alternative we could benefit thousands of patients a year."

In the research, the team collected mucous and sinus biopsy samples from 20 different patients and isolated between two and six different species of bacteria from each individual. 24 different strains were investigated in the laboratory and all produced biofilms containing significant amounts of extracellular DNA. Biofilms formed by 14 strains were disrupted by treatment with the novel bacterial deoxyribonuclease, NucB.

When under threat, bacteria shield themselves in a slimy protective barrier. This slimy layer, known as a biofilm, is made up of bacteria held together by a web of extracellular DNA which adheres the bacteria to each other and to a solid surface -- in this case in the lining of the sinuses. The biofilm protects the bacteria from attack by antibiotics and makes it very difficult to clear them from the sinuses.

In previous studies of the marine bacterium Bacillus licheniformis, Newcastle University scientists led by marine microbiologist Professor Grant Burgess found that when the bacteria want to move on, they release an enzyme which breaks down the external DNA, breaking up the biofilm and releasing the bacteria from the web. When the enzyme NucB was purified and added to other biofilms it quickly dissolved the slime exposing the bacterial cells, leaving them vulnerable.

The team's next step is to further test and develop the product and they are looking to set up collaboration with industry.

Egypt telecoms authority says can't block YouTube

CAIRO (AP) ? An Egyptian rights group and the nation's telecommunication's ministry have filed appeals to reverse a court order to block YouTube.

Last week, a judge ordered the government to block access to the video-sharing website for 30 days for its carrying of an anti-Islam video that set off deadly riots last year.

The ministry said this week it cannot block access to YouTube because of high technical costs, adding that it cannot legally monitor the content of social media websites.

The Association for Freedom of Thought and Expression in Egypt said Saturday that it too filed an appeal, calling the verdict "collective punishment."

YouTube has already blocked access to the film in Egypt because it broke local laws.

Past Egyptian verdicts banning websites deemed offensive were similarly not implemented.

Apple iPhone 5 and Samsung Galaxy S3 Web Usage Almost Equal

Even though the iPhone 5 and Samsung Galaxy S3 have been on the market for a while, they are still considered high-end phones by both Apple and Samsung, as well as in the overall smartphone industry.? Chitika Insights have done a study on the web traffic between both phones as well as web traffic by different mobile phones.

The study, shown above, was for web traffic from February 1 ? February 9, 2013.? As you can see, it is almost neck-to-neck, with iPhone at 51-percent and Galaxy S3 at 49-percent.? The last study done in October 2012 showed the iPhone with an 8-percent lead.

This indicates that the iPhone 5 and Samsung Galaxy S3 each carry about the same smartphone usage and total about 13-percent of all smartphone web traffic in North America (U.S. and Canada).? The users of all Samsung smartphones generate about 21-percent and all Apple iPhones 41-percent, combining for a whopping 62.1-percent of all web traffic.? However, from the 2012 study, Apple is down from 46-percent and Samsung has grown from 17-percent to 20.6-percent.

Different looks for Heat, Lakers at All-Star break

HOUSTON (AP) ? If Kobe Bryant's season seems tough, imagine what Dwyane Wade went through five years ago.

"I came to All-Star weekend one year, I think we had won nine games. Seriously," Wade said Friday. "I was looking for my 10th win at the All-Star game."

Things sure have changed for his Miami Heat.

Back where they first teamed up as All-Stars in 2006, Wade, LeBron James and Chris Bosh return as NBA champions who will start together for the Eastern Conference on Sunday night.

Now the misery belongs to Bryant, Dwight Howard and the Los Angeles Lakers, whose season has been so disappointing that Bryant was asked Friday if the All-Star weekend was a "retreat" for him.

"I don't know if it's a retreat, it's just more of an opportunity to get some rest, regroup, put the first half of the season behind us and move on," he said.

As Wade knows, the All-Star break can be just that ? a break ? from a forgettable season.

He arrived for the 2008 All-Star game with a 9-43 record after the Heat lost on Valentine's Day to the Chicago Bulls, on their way to a 15-win debacle just two years after they won the NBA title.

"I put all that aside though, and I came and I enjoyed the weekend, and when I went back to Miami, it was like, 'Oh my God, we're back in it,'" Wade said. "But All-Star weekend, you just enjoy being an All-Star. You enjoy being around the guys. You can kind of forget about that a little bit, unless you have the cameras and the microphones in front of you asking you questions about it, but besides that you try to enjoy it."

This time, the Heat celebrated Valentine's Day in Oklahoma City with a 110-100 victory over the Thunder, the team they beat in five games last summer for the title. They have won seven in a row, James is playing arguably the best basketball of his career, and they can relax and reminisce as they return to Houston.

"It's really indescribable," Bosh said, "just to not only win a championship with great guys, be in a great locker room, and just to have fun doing it, but just to be an All-Star every year, play with great teammates, I mean to play in front of a lot people in arenas every night. I don't take those things for granted."

James, Wade and Bosh were in their third NBA seasons when they were chosen for the 2006 game, which turned out like so many Heat games these days. James was voted MVP after scoring 29 points and leading a huge East comeback that was wrapped up when Wade made the go-ahead basket with 16 seconds left.

Think about that: James was already the best player that night, and he was nowhere near the player he is today.

"I'm a better player. At that point in time, I wasn't a complete basketball player. I couldn't shoot as well as I can now, I never posted up back then," James said. "More games, more playoff games, more knowledge. You continue to learn each and every day, it makes you a better player. That's what you want, to become a better player. That's what I want. I want to be the greatest of all-time. I try to do whatever it takes to get me in that position.

"Seven years, I've tried to improve each and every year."

He's gotten to the point now where he ran off an NBA-record six straight games with at least 30 points and 60 percent shooting from the field, and seems to be distancing himself from anyone else that can take the MVP award he won last year for the third time in four years.

"He's doing well," Bosh said in a Texas-sized understatement. "That's the best way to put it."

Bosh was chosen as a starter Friday by Heat coach Erik Spoelstra, who will lead the East. He replaces Boston guard Rajon Rondo, who pulled out with a torn ACL.

Bryant and Howard are still here, away from a Los Angeles season that's been anything but a Hollywood story.

Considered a title contender after acquiring Howard and Steve Nash in the summer, the Lakers fell to 25-29 after they were blown out Wednesday by the rival Clippers, who opened a 13-game lead over them in the Pacific Division standings.

Smiling as he sat with his daughter, Natalia, Bryant laughed that he wished the All-Star break was a chance for the Lakers to "hit the reset button" on what he's said has been a most difficult season.

"Hopefully there's an easy button like in the commercial when we come back in the second half of the season and things are a little easier for us," he said.

Howard has battled injuries to his back and shoulder and has been nothing like the player who has been the NBA's dominant big man in recent years. He said at times he hasn't been having fun and has tried to ignore all the bad news around the team.

"You just try to stay away from the tube and do as much as I can to rehab my back and my shoulder and my mind, and really just get away from everything when I'm not playing basketball," he said.

If he's looking for a chance to enjoy himself this season, it may get no better than the next few days.

"It's a great weekend, it's an unbelievable weekend for the fans to be able to put all their favorite players together in one venue," James said. "We have a great time with it."

New York Fed manufacturing grows in Feb for first time in seven months

NEW YORK (Reuters) - Manufacturing in New York state expanded in February for the first time in seven months, boosted by a surge in new orders, the New York Federal Reserve said in a report on Friday.

The New York Fed's "Empire State" general business conditions index rose to 10.0 from -7.8 the month before, easily topping economists' forecast of -2.0. February's index showed the first growth in the sector since July and the best performance since May 2012.

New orders surged to 13.31, the highest since May of 2011, from -7.2 in January. Inventories rose to 0.0 from -8.6.

Employment gauges rebounded as well. The index for the number of employees rose to 8.1 from -4.3 for its best showing since August of 2012. The average employee workweek index edged up to -4.0 from -5.4.

The prices paid index jumped to 26.3 from 22.6 in January.

Manufacturers in the state were also more optimistic about the future, with the index of business conditions six months ahead rising to 33.1 in February, the highest in 10 months. The January reading was 22.4.

The survey of manufacturing plants in the state is one of the earliest monthly guideposts to U.S. factory conditions.

The astonishing Friday morning event blew out windows in more than 4,000 buildings in the region, mostly in the capital city of the same name and injured some 1,200 people, largely with cuts from the flying glass.

Fifteen of the injured remained hospitalized on Saturday, one of them in a coma, the regional health ministry said, according to the Interfax news agency.

Regional governor Mikhail Yurevich on Saturday said damage from the high-altitude explosion ? estimated to have the force of 20 atomic bombs ? is estimated at 1 billion rubles ($33 million). He promised to have all the broken windows replaced within a week.

But that is a long wait in a frigid region. The midday temperature in Chelyabinsk was minus-12 C (10 degrees F.), and for many the immediate task was to put up plastic sheeting and boards on shattered residential windows.

More than 24,000 people, including volunteers, have mobilized in the region to cover windows, gather warm clothes, and food and make other relief efforts, the regional governor's office said. Crews from glass companies in adjacent regions were being flown in.

In the town of Chebarkul, 50 miles west of Chelyabinsk city, divers explored the bottom of an ice-crusted lake looking for?meteor?fragments believed to have fallen there, leaving a 20-ft.-wide hole. Emergency Ministry spokeswoman Irina Rossius told Russian news agencies the search hadn't found anything.

Police kept a small crowd of curious onlookers from venturing out onto the icy lake, where a tent was set up for the divers.

Many of them were still trying to process the memories of the strange day they'd lived through.

Valery Fomichov said he had been out for a run when the?meteor?streaked across the sky shortly after sunrise.

"I glanced up and saw a glowing dot in the west. And it got bigger and bigger, like a soccer ball, until it became blindingly white and I turned away," he said.

In a local church, clergyman Sexton Sergei sought to derive a larger lesson.

"Perhaps God was giving a kind of sign, so that people don't simply think about their own trifles on earth, but rather look to the heavens once in a while."

Pakistan army condemns killing of soldier by Indian troops

Pakistan military Friday condemned as ?inhuman and brutal? the killing of its soldier who had mistakenly crossed the Line of Control late last night.

?

An army statement said that the Indian troops killed sepoy Ikhlaq even after he had identified himself.

?

?Yesterday a Pakistan army soldier Ikhlaq lost his way between two posts and inadvertently crossed over the LoC in Kohi Ratta sector,? the army statement said.

?

It said that a few civilians present close to the incident saw him being questioned by the Indians, who informed own military.

?

?Indian authorities were approached to hand over our soldier, but when Director Generals Military Operations (DGMOs) of two countries spoke on the hotline this morning, the Indian DGMO revealed that he had been killed by their troops,? the Pakistan army said.

?

However Indians have agreed to hand over his body today, the statement said.

?

?We condemn such an inhuman and brutal act of killing our soldier after he identified himself and explained his position,? the army said.

?

?This is not the first such event. We have returned Indian soldiers in the past, who had similarly strayed,? the statement went on to say.

Sepoy Ikhlaq, 22, was the resident of Kalar Kahar Syedan in Punjab and had been serving in the army for four years.

The latest incident is likely to heighten tension again that was subsided following escalations along the LoC last month after both countries accused each other of violating the 2003 ceasefire.

Both sides had lost at least five soldiers last month.

Pakistan had proposed UN inquiry into the violations but Indian rejected the proposal.

Foreign Minister Hina Rabbani Khar says that Pakistan has contacted the UN military Observer Group for India and Pakistan (UNMOGIP) and proposed investigation after India alleged that Pakistan had violated the ceasefire.

?

?Pakistan abides by the ceasefire and follows the mechanism to deal with such kinds of issues,? she had said in Islamabad after Delhi?s accusation that one of its soldiers was beheaded.

JFK memorabilia draws hundreds to Mass. town

BOSTON (AP) ? A preview of John F. Kennedy memorabilia including notes by his special assistant on the day the president was assassinated is drawing hundreds of people to the northern Massachusetts town of Amesbury.

David Powers, who died in 1998, was Kennedy's assistant and close personal friend of his and his wife, Jackie. Powers also was the first curator of the John F. Kennedy Presidential Library and Museum in Boston until he retired in 1994.

Powers joined Kennedy for his first political campaign for Congress in 1946 and was with him when he was assassinated in Dallas in 1963. He collected keepsakes and documents spanning his years of friendship with the Kennedy family.

On Sunday, Powers' collection of about 2,000 photographs, documents, gifts and other JFK items will be auctioned in 723 lots at John McInnis Auctioneers in Amesbury.

The auction house says Powers' relatives found "an extraordinary collection" locked away last year as they prepared to sell the family home. Powers' family is keeping some memorabilia and may give other items to the Kennedy Library.

The collection has drawn hundreds from New York, New Jersey, New England and elsewhere to assess the items in the days leading up to the auction, said Dan Meader, an appraiser for the auction house.

The items include Powers' copy of the presidential itinerary on the day he was assassinated in Dallas. The documents contain handwritten details of Kennedy's final hours, including the time he was shot, how Powers helped carry him in a stretcher to the operating room, the time of death and the aftermath.

The collection also features a leather-bound book of presidential inaugural addresses containing a poignant message written by Mrs. Kennedy to Powers.

"For Dave Powers, The President was going to give you this for Christmas. Please accept it now from me. With my devotion always for all you did to give Jack so many happy hours. You and I will miss him the most, Jackie," the message, written weeks after Kennedy's assassination, reads.

"It's really emotional," Meader said. "There are tears in people's eyes ... when they look at the schedule, when they look at notes from Jackie."

The collection also includes items illustrating light hearted moments of the Kennedy presidency. They include a President's Special Award that Kennedy offered to Powers during a surprise celebration he arranged at the White House to mark the aide's 50th birthday.

The tongue-in-cheek award is signed by Kennedy and reads: "Presented to David F. Powers on his 50th Birthday. In recognition of your athletic ability in hiking to my icebox to drink my Heikens," a reference to Heineken beer.

A red ribbon on the award reads: "Physical fitness program walking 50 miles per month from TV to refrigerator and back."

The JFK Library, which is charged with promoting the life and legacy of Kennedy, says it is working with Powers' family to figure out whether some of the items actually belong to the institution and should be returned.

At the request of Robert F. Kennedy, Powers in 1964 began assembling and collecting Kennedy memorabilia that was to become part of the library's permanent exhibit, the library says on its website. He also traveled around the world with an exhibit to raise money for the library's construction, the website says.

Powers' daughter, Mary, declined to comment for this story.

"So there are things that the library will still be getting from the Powers family ? the family has not given us every single thing that they have," Meader said.
