China's SAT Issues FAQs Relating to Tax Payments | China Briefing ...

Sept. 27 ? China?s State Administration of Taxation (SAT) issued frequently asked questions relating to tax payments on September 24. The answers provided are based on existing regulations. Detailed information can be found below.

Q: Can the traveling expenses paid by an enterprise for their employees be included under the scope of employee welfare and listed as pre-tax expenditure?

A: According to the Implementing Rules of Enterprise Income Tax, ?Employee welfare? includes:

  1. Expenses for equipment, facilities and employees of the internal welfare departments established within an enterprise that has been relieved from performing social functions, including expenses for equipment, facilities and maintenance thereof for the collective welfare departments, such as staff canteens, staff bathrooms, hairdressing saloons, infirmaries, nurseries, sanatoriums and etc., as well as wages and salaries, social insurance premiums, housing fund, labor service fee and etc. for staff of social welfare departments.
  2. All allowances and non-monetary welfare granted to employees for their health care, daily living, housing, traffic and etc., including the expenses and allowances granted by an enterprise to its employees, such as medical expenses for medical care incurred during business trips, expenses for the medical care of the employees of an enterprise that is not under the cooperative medical-care system, allowance for lineal relatives supported by the employees, heating allowance, heatstroke prevention expenses, allowance for the employees with livelihood difficulties, relief fund, canteen allowance, traffic allowance for the employees and etc.
  3. Other employee welfare expenses incurred in accordance with other provisions, including subsidy for funeral expenses, pension for the family of the deceased, settlement allowance, home leave travelling expenses and etc.

Therefore, the traveling expenses paid by an enterprise for their employees cannot be included under the employee welfare expenses and listed as pre-tax expenditure.

The SAT further provided that, for enterprises headquartered outside the preferential tax areas for western development, the 15 percent preferential tax rate shall be applied only to the revenues of their branches established within the preferential tax areas (excluding branches below the third level established in the preferential tax areas).

Q: Can the rental expenses paid by an enterprise for renting large-size equipment be deducted on a lump-sum basis before tax payment?

A: According to the relevant regulations, rental expenses paid by an enterprise for renting fixed assets based on the need of its production and business operations shall be deducted as follows:

  1. Expenses incurred for renting fixed assets in the form of an operating lease shall be deducted evenly over the lease term; and
  2. Expenses incurred for renting fixed assets in the form of a financing lease shall be deducted in installments to the extent of the portion thereof that forms a part of fixed assets value for which depreciation expenses shall be drawn.

Therefore, the rental expenses paid by an enterprise for renting large-size equipment cannot be deducted on a lump-sum basis before tax payment.

Green Blog: Q. and A.: Farming for an Uncertain Future

Nearly 40 years ago, while teaching environmental studies at California State University in Sacramento, Wes Jackson began reflecting that something about the country?s agricultural practices wasn?t quite right. Soon that instinct grew into a powerful itch.

?The source of that itch was things like, my golly, do we want to be putting those chemicals out here? And my golly, look at that soil erosion. Don?t we have a conservation service, or aren?t they paying attention? And my golly, look at the size of that equipment and think of the fossil fuel going into food production,? ? he said.

So Mr. Jackson scratched it.

Returning to his native Kansas, he helped to found the Land Institute, a nonprofit organization devoted to sustainable alternatives in agriculture, in 1976. The institute, based in Salina, promotes ?natural systems agriculture,? or practices that mimic the ecological stability of the prairie yet result in a grain yield comparable to that of mainstream farming,

For his work, Mr. Jackson was named a Pew Conservation Scholar in 1990 and a MacArthur Fellow in 1992. In 2000 he received a Right Livelihood Award, which goes to honorees ?working on practical and exemplary solutions to the most urgent challenges facing the world today.?

Among those challenges is feeding a global population that is expected to reach nine billion people by midcentury. The Land, as devotees call the institute, is currently developing perennial crops like Kernza, a wheatgrass with a substantial root structure that would alleviate the need for yearly planting and thus help to replenish the soil and reduce erosion while guaranteeing an annual food crop.

On Friday, the Land Institute kicks off its 34th annual Prairie Festival, a weekend of scientific lectures that will also include a barn dance, bonfire and celebration marking the 35th anniversary of the publication of Wendell Berry?s seminal book, ?The Unsettling of America: Culture and Agriculture.?

In a phone interview, Mr. Jackson spoke with The Times about the festival, his research and the 10,000-year-old ?problem of agriculture,? as he puts it. Following are excerpts, edited for brevity and clarity.

Q.

What?s the focus of this year?s festival?

A.

One of the topics I?m thinking about is ?getting over the hump.? Imagine the lines of population growth, resource depletion and accumulation of carbon in the atmosphere going up, up and up. And as they are going up, up and up, our whole scientific effort is dependent on fossil fuels for our pickup trucks, for our tractors, for our greenhouses, for the tremendous power we have with these computers. It?s all dependent upon the scaffolding within civilization of lots of highly dense carbon.

So the question is, will these new species and varieties be dependent on the extractive economy? And I am saying, no. That as we get over that hump and somewhere on the down slope in the use of resources, there will come a time in which the creatureliness of these plants, these perennial grain crops, are available for the same kind of selection that farmers have had for millennia, and agronomists for hundreds of years.

The new species and varieties are only half of the equation. The other half is to bring two or more species together with a diverse ecosystem as the conceptual tool. Essentially, all of nature?s ecosystems are perennial mixtures, so that?s our standard.

Q.

I assume you?re talking about Kernza, the wheatgrass that the institute is developing. How long before it will be released to the public?

A.

That will be eight or nine years away, and it will be available for farmers working with ecologists and agronomists. When we say ?a release,? we have to be careful qualifying that, because there?s an awful lot that?s going to have to be dealt with because the agronomics have not been worked out.

You know, the agronomics of many of the crops that we have were probably worked out over hundreds of years in order to achieve what by our standards today would be some acceptable level. By a standard at the time of the early Neolithic, they?re totally acceptable. So at this moment we may have about early-to-middle-Neolithic species. But by using modern genetic methods, we?re able to accelerate quickly, along with the computational power of our time. We?ve gone from wild nature to Neolithic in 10 years.

Q.

And in nine years farmers would volunteer to try it out?

A.

We have a lot of farmers who would like to have this stuff. People come to us all the time, and say, ?Just give me some seed and let me play with it.? Well, now, just imagine. Say they get the seed, and they don?t get the right depth. And remember, the seeds are still small. But some farmer says, ?Yeah, I planted those, and no thank you.? Farmers are conservative for a good reason. You know, they?ve had to deal with the pitfalls as well as the promises.

But let?s say we get enough of the agronomics worked out with these special farmers that we work with, and then others see it, and it becomes a compelling alternative. Will the Chicago Board of Trade have the mechanisms to embrace it, or are they so ossified, whether it involves export policy or what, that they can?t adjust? I?m more concerned about that than whether farmers will want to do it.

Q.

Will the current system of food production have to collapse before people will be open to this shift?

A.

I think we need to keep the pressure on about the problem of our time. I have friends that will protest Monsanto. Now, I don?t like what Monsanto is doing, with their G.M.O?s [genetically modified organisms] and all that. But I?m not going to protest them. Because Monsanto is a derivative of corporate charters, and those corporate charters allow for growth and a fiduciary responsibility to stockholders. And what we need to do is to acknowledge that Monsanto is a derivative of assumptions.

I come back to my friend the late Dan Luten [a lecturer in geography at the University of California, Berkeley]. And he said our problem is: ?Wes, we came as a poor people into a seemingly empty land that was rich in resources. And then we?ve become rich people in an increasingly poor land that?s filling up, and those institutions don?t hold.?

So if you put poor people in an empty land that?s rich, it?s inevitable that your institutions ? whether they?re political institutions or economic institutions or educational institutions or even your religious institutions ? will reflect that underlying assumption. We have these institutional structures that are predicated upon the idea of limitlessness.

The forests of America are limitless. The ocean is limitless. And you contrast that with what Robert Louis Stevenson saw in the South Pacific when he visited the islands ? that they?re aware of how much land they have, they?re aware of how far out they can row to catch fish, so therefore they practice infanticide. Now, I?m not advocating infanticide. But I?m saying that, acknowledging the reality of limits, they act on it. And we could acknowledge the value of limits and begin to get more assiduous about birth control and consumption. Equally important.

Q.

I understand that you hold that the rise of the land-grant university is responsible for the state of agriculture today.

A.

I would say, yeah, and that?s what got sent into the third world during the Green Revolution ? a lot of those assumptions. That?s why bushels and acres became paramount. You know, people are hungry. They need calories. Oh, we need more bushels per acres. Totally understandable. Totally acceptable. And that?s considered hardheaded realism. Wendell Berry once used a line: ?A hard-headed realist is somebody who uses a lot less information than what?s available.?

Q.

You?ve spoken about agriculture being ?a 10,000-year-old problem.? What do you mean?

A.

Let?s go back to 1600. We can see the kind of adjustments that came at the time of the Renaissance, which followed the Reformation of our Christian heritage. Just a change in the concept of the position of the earth relative to the sun had a way of kind of blowing the circuits. And it took a long time, a century and a half.

Now think about what we?re talking about ? that 10,000 years ago, if we were going to get the seeds of incipient agriculture to germinate, nature had to be subdued or ignored. You?ve got to tear it up, you disk it, you harrow it, you plant the seeds. So nature has to be destroyed. Now what we?re saying is that nature becomes the standard or the measure, and we want to bring those processes of the wild to the farm? That?s 180 degrees away from the way we?ve thought for 10 millennia.

Q.

What?s your plan for changing that way of thinking?

A.

The only thing I know is to get the good examples out there. The imagination develops that we don?t need the seed houses to the extent we do now ? the crop just keeps coming up every year. And there?ll be some we have to plant. Doesn?t mean they go away completely. We don?t need the fertilizer people so much because of biological nitrogen fixation.

We don?t need the pesticide people so much because with species diversity, you have chemical diversity. It takes a tremendous enzyme system on the part of an insect or a pathogen to give you the epidemic. And the farm machinery companies aren?t as important because there are fewer passes through the field.

So here is a kind of an inversion of industrial agriculture.

I don?t think they?re going to go away and play tiddlywinks. I think there will be some resistance. They?ll find a lot of things wrong with it, and who can predict what it?ll be like. It?s just that if the compelling alternative is there, there will be enough of a push for it because people are concerned about soil erosion, people are concerned about fossil fuel dependency, people are concerned about putting chemicals out there we haven?t evolved with. So this is going to require, I think, people coming to their senses about limits.

Q.

Has the current drought crisis helped drive home this need for limits?

A.

Oh, it might have. But then you get a lot of rain next year, and they?ll forget it. That?s one of the problems with the Paleolithic mind. Someday I?m going to make what I call the American Doll: you wind it up and it loses interest.

Pozole Rojo ? One of the many great soups of ... - Ryan Bartley Food

Whilst in Mexico a few years back I was fortunate enough to try many Mexican soups, with the most memorable being?pozole rojo, which, like most great Mexican food, is born from the home, with chilli and corn playing a great part.

This soup certainly packs a punch, with smoky, sweet and hot chilli adding real depth to the corn-based favour of pozole.

  • Vegetable oil
  • 10tbsp Salt
  • 4 Cloves garlic, sliced
  • 500g Canned hominy, drained
  • 2 Bay leaves
  • 1tbsp Ground cumin
  • 2 Heaped tbsp Mexican oregano (or use plain oregano)
  • 1 tbsp pepper

Garnish

  • Spring onions, sliced
  • Fresh coriander, chopped
  • Radishes, sliced
  • Avocado, sliced
  • Green chilli, sliced
  • Tomatoes, sliced
  • Limes, cut in half
  • Cabbage, sliced & boiled
  • Large tortilla, fried & cut into wedges

Michelada

  • Salt
  • Cayenne pepper (optional)
  • 4 Ice cubes
  • 1 lime & it?s juice
  • 1tsp Soy sauce
  • 1tsp Worcestershire sauce
  • 1tsp Hot sauce
  • 1tsp Tomato puree
  • 1 bottle light beer, such as Sol

METHOD

Pozole Rojo

  1. Remove the stems and seeds from the chills, dry fry them on a medium-high heat for 5-10 minutes and add to a pan of boiling water, immediately removing from heat. ?Leave the chillis to soak for at least 20 minutes.
  2. Coat the diced pork with seasoned flour, and fry in a tablespoon of vegetable oil until browned all over. ?Depending on the size of your pan it may be best to do this in batches. ?When browned, tip the pork pieces into a large pan and fill with 1ltr boiling water.
  3. In the pan used for frying the pork, gently fry 2 sliced cloves of garlic until lightly browned, and add to the pan of water and pork.
  4. Add the hominy, bay leaves, ground cumin, Mexican oregano and 7 tbsp salt to the water, pork and garlic, bring to the boil and simmer for 15 minutes.
  5. Blend the chillis, chilli liquid, 2 cloves of garlic and a tablespoon salt together to form a puree, and pass through a sieve to the pan of pork and water.
  6. Bring the soup to a boil and gently simmer for 3 hours, covered, skimming off the scum that arises ever 30 minutes.
  7. Prepare the garnishes while the soup simmers.
  8. To serve, add a ladle of hominy and pork to individual bowls, toping with enough liquid to cover the meat and corn. ?Add the prepared vegetables to another large bowl, allowing each diner to choose their own garnishes.

  1. Rub a lime wedge over the rim of a glass and dip into salt (and the optional cayenne pepper)

Enslaved worker ants kill the offspring of their parasites and thereby improve the chances of survival for their neighboring relatives

Ants that are held as slaves in nests of other ant species damage their oppressors through acts of sabotage. Ant researcher Professor Dr. Susanne Foitzik of Johannes Gutenberg University Mainz (JGU) in Germany first observed this "slave rebellion" phenomenon in 2009. According to the latest findings, however, this behavior now appears to be a widespread characteristic that is not limited to isolated occurrences. In fact, in three different populations in the U.S. states of West Virginia, New York, and Ohio, enslaved Temnothorax longispinosus workers have been observed to neglect and kill the offspring of their Protomognathus americanus slavemakers rather than care for them. As a result, an average of only 45 percent of the parasite's offspring survived. This presumably reduces the strength of the parasites in the area and thereby increases the chances of survival for the neighboring colonies populated by the slave ants' relatives.

More than half of all animal species live in parasitic relationships, i.e. they exploit their so-called hosts. From the perspective of evolutionary history, the American slave-making ant Protomognathus americanus is an old social parasite that is entirely dependent on other ant species for its survival. Slave workers have to care for the brood in parasite nests, bring food to their masters and feed them, and even defend the nest.

These ants become slaves when workers from the slave-making ant colony attack the nests of the host species Temnothorax longispinosus, kill the adult ants, and steal the brood. Back in the masters' nest, which can be located in hollow acorns, nutshells, or twigs, the brood care behavior of the emerging slave workers is exploited to the advantage of the slavemaker species. As Susanne Foitzik and her work group have shown, the enslaved worker ants feed and clean the larvae, thereby raising the offspring of their social parasite but only up to a certain point.

"Probably at first the slaves cannot tell that the larvae belong to another species," explains Foitzik. As a result, 95 percent of the brood survives the larval stage. But the situation changes as soon as the larvae pupate. "The pupae, which already look like ants, bear chemical cues on their cuticles that can apparently be detected. We have been able to show that a high fraction of the slavemaker pupae are killed by slave workers." The pupae are either neglected or actively killed by being attacked and torn apart. Several slaves at once may assault a pupa, which is unable to move or defend itself during the pupal stage and is also not protected by a cocoon.

In parasite nests in West Virginia, only 27 percent of the pupae survived, and in the New York colonies, only 49 percent. In Ohio, the survival chances of the American slave-making ant was a bit higher at 58 percent, but this figure is still well below the survival rate of 85 percent for host pupae in their own free-living nests. "The enslaved workers do not directly benefit from the killings because they do not reproduce," explains Susanne Foitzik. But, through the killing of slavemaker offspring, their neighboring relatives which might very well be the sisters of the worker slaves indirectly benefit as their chances of survival are increased. Slavemaker colonies damaged by slave rebellions grow slower and smaller slave-making colonies conduct fewer and less destructive slave raids.

The large differences in the death rates in colonies from different regions fits to predictions derived from the geographic mosaic theory of co-evolution. This theory claims that populations differ because they are subjected to different local selection pressures and because they possess different attack or defense traits originated through mutations, which in turn means that evolution can go in different directions in different geographic areas. While the host ants in New York are very aggressive and often successfully thwart slave raid attempts, the hosts in West Virginia profit more from the slave rebellion behavior because, as genetic analyses have shown, the neighboring colonies are more often close relatives to the rebelling slaves.

Back to school checklist: note books? Check. Class assignments? Check. Plan B morning-after pills? Check. Wait, what? It's true: Students as young as 14 can get birth control at 13 New York City high schools without parental consent.

Although condoms have been provided free for years, this pilot program, unpublicized for the last year, gives students access to oral contraceptives, along with the morning-after pill, which can prevent an unintended pregnancy up to 72 hours after unprotected sex.

Parents can choose to fill out an opt-out form that will exclude their children from the program. Otherwise, students can get birth control from the school nurse confidentially. Prescriptions to oral and injectable birth control are written by city health department doctors. So far, only one to two percent of parents have chosen to opt their kids out of the program.

The New York Post notes that the program, called CATCH?Connecting Adolescents To Comprehensive Health?is part of a citywide attempt to stem the tide of teen pregnancy, which leads girls?mostly poor?to drop out of school.

According to the Associated Press, about 7,000 girls get pregnant by the time they reach the age of 17. It says more than half choose to get an abortion.

Researchers at King?s College London have for the first time identified a gene linked to age-related degeneration of the intervertebral discs in the spine, a common cause of lower back pain.

Costing the UK an estimated ?7billion a year due to sickness leave and treatment costs, the causes of back pain are not yet fully understood. Until now, the genetic cause of lower back pain associated with lumbar disc degeneration (LDD) was unknown, but the largest study to date, published this week in the journal Annals of Rheumatic Diseases, has revealed an association with the PARK2 gene.

The researchers, funded by the Wellcome Trust and Arthritis Research UK, say more research into this surprising association needs to be carried out in order to fully understand how it is triggered, but this new finding could ultimately pave the way towards developing new treatments in the future.

LDD is a common age-related trait, with over a third of middle-aged women having at least one degenerate disc in the spine. Discs become dehydrated, lose height and the vertebrae next to the discs develop bony growths called osteophytes. These changes can cause or contribute to lower back pain. LDD is inherited in between 65 ? 80 per cent of people with the condition, suggesting that genes play a key role.

Scientists compared MRI images of the spine in 4,600 individuals with genome-wide association data, which mapped the genes of all the volunteers. They identified that the gene PARK2 was implicated in people with degenerate discs and could affect the speed at which they deteriorate.

The researchers say the results show that the gene may be switched off in people with LDD. Although it is still unclear how this might happen, it is thought that environmental factors, such as lifestyle and diet, could trigger this switch by making changes known as epigenetic modifications to the gene.

Dr Frances Williams, Senior Lecturer from the Department of Twin Research and Genetic Epidemiology at King?s College London, said: ?Back pain can have a serious impact on people?s lives and is one of the most common causes of sickness leave, costing both the NHS and UK economy billions each year.

?We have performed, using data collected from around the world, the biggest genome-wide association analysis of lumbar disc degeneration (LDD). We know that people whose discs wear out are at increased risk of episodes of lower back pain, but normal human discs are hard to get hold of to study so until now our knowledge of normal human biology was incomplete.

?We have identified a gene called PARK2 as associated with LDD. We have shown that the gene may be switched off in people with the condition.

?Further work by disc researchers to define the role of this gene will, we hope, shed light on one of most important causes of lower back pain. It is feasible that if we can build on this finding and improve our knowledge of the condition, we may one day be able to develop new, more effective treatments for back pain caused by this common condition.?

Dale Earnhardt Jr. left Chicagoland Speedway last Sunday wanting more.

Earnhardt says he was ?a little bit disappointed? by his eighth-place finish ? even though there have been years he would have yearned for 18 top-10 finishes in a season let alone 27 races.

Yes, it?s been eight years since Junior enjoyed the consistency he?s experiencing now with the No. 88 Hendrick Motorsports team. But as competitive as the Chase for the Sprint Cup field is this year, Earnhardt knows it will take more than top-10 finishes to win the 2012 championship. It will take wins.

On Saturday in Happy Hour, Junior?s top lap was 130.595 mph (11th) ? the same as his teammate Jimmie Johnson and Kevin Harvick. Yes, the Chase field is that close. Seven Chasers posted top-10 times on the speed chart in final practice with Denny Hamlin on top (132.053 mph).

Fortunately for Earnhardt, New Hampshire Motor Speedway is a track where he feels he can win.

?This is a track that I feel like owes me one,? said Earnhardt, who has 11 top-10 finishes at the Magic Mile in 26 starts. ?We?ve been running here for a long time. We?ve had some good cars here, and we?ve had some cars capable of winning races. We just haven?t been able to finish the job.

?So, I kind of feel like it?s got to happen sooner or later, and I feel like that it needs to happen now. There?s a bit of urgency. Not a whole lot, just enough to keep us motivated and real positive. I feel pretty positive . . . I know what the possibilities and the chances of us having a good run and winning the race here (are). I feel like we are really close. Hopefully, we can hit on a few things in practice and really get the car moving.?

After 12 years of competition at NHMS, Earnhardt knows what he?s looking for in the feel of the car. Although he has never won at the flat-mile track, he has posted seven top-five finishes. More importantly, the style of racing suits him ? and that?s half the battle.

?You go to certain tracks, like Bristol and Atlanta, you are like, ?Man, I want to win here. This is a track I enjoy racing on,?? Earnhardt said. ?You have really have fun racing on the track. I?ve really loved running here. It is so much fun to race here. It is so challenging to pass. Just how the car has to roll the center. You work so hard trying to get that to happen all day. It is just a fun place to race.

?I enjoy short-track racing, and the corners and the speeds here kind of lend itself to that style. It?s just a little bit frustrating that I haven?t won here because I feel like it?s a track that I should be capable of doing that.?

At 37, Junior spends more time reflecting on his tenure in NASCAR. While he hasn?t taken his time in the sport for granted, there have been plenty of missed opportunities along the way that might ultimately affect his legacy ? including here at New Hampshire. Earnhardt says looking back he wishes he would have been more responsible in the past.

?I could have put forth a better accountability and a better account of myself overall as a competitor,? Earnhardt said. ?At the time, you don?t realize what kind of opportunity you have got. . . . And, there?s a lot of trappings and things that you want to do that don?t involve racing. Just go have fun, so you goof-off a lot.?

Those days are over. Earnhardt?s attitude toward himself and his team has changed dramatically since crew chief Steve Letarte came on board. Earnhardt spends time with the team absorbing as much information as he can about the cars and strategy. He also spends time with the crew after hours to improve the relationships.

And Earnhardt is taking better care of himself. His morning ritual of oatmeal has replaced his penchant for Bojangles (a Southern fast food chain specializing in fried chicken) biscuits. And he?s working out. With his teammates Johnson and Kasey Kahne running triathlons ? they?ve set the bar high.

Kahne hasn?t worked out alongside Earnhardt yet, but he has noticed a difference.

"Just looking at him, and talking to him, and seeing him after the races, he looks really good,? Kahne said. ?I feel like he is definitely after it. So, that's good. That's neat that he is doing that and trying something a little different than what maybe he's done in the past."

Earnhardt acknowledges that getting in shape ?is not easy.? While he has never been in bad shape, a regular workout routine has not been part of his lifestyle.

?It?s just real hard,? Earnhardt said. ?It takes more work than I am accustomed to doing on that front, just on that front in general. I?ll be honest with you. . . I?m always learning how to improve my diet. I?m curious, and I ask questions about that to people and change what I hear I need to change or what I think I need to change.

?I think that accompanied with a couple of other things improves endurance and improves your overall well-being. How you are feeling in the car. How you deal mentally when you are kind of physically taxed. When you get tired physically, you can get lazy mentally. So I think that being in a little bit better shape, being in a little bit better conditioning has helped me quite a bit because some of those races are really tough. The Sonoma race, the races at Bristol, those are really tough races. Think I need to get tougher to be able to do what I need to do out there.?

Considering that Earnhardt has two champions under the Hendrick roof with Johnson and Jeff Gordon and 32-year-old Kahne looking to make a statement in his first season with the organization, there could not have been a better time for the driver to step up his game.

Still, Earnhardt has no regrets about how he handled his career up until now; he just wishes the epiphany would have occurred sooner.

?I can?t really sit here and have regrets about opportunities and chances gone by," Earnhardt said. ?I do find it a bit unfortunate that it took me this long to realize how much more work I could have been doing and how much more I could have invested in the overall schedule of events and just what you do on a weekend. We had a lot of fun back then, and we didn?t have as much success as we probably should have. Those were the reasons that I felt like were the case.

?Now, I enjoy working harder. It?s not like it?s a burden. I enjoy the relationship I?ve got with my crew chief and my team. I enjoy how things are going. I see a big contrast in that now and the way things used to be. . .? I guess we all get a little smarter and get a little older. That?s all that has really happened.?

It?s that time of year when free agents step up their game to start auditioning for next year?s ride.

The short list of candidates contains a wide array of resumes from former champion Kurt Busch to Brian Vickers ? who has used his try-out with Michael Waltrip Racing this season to produce three top-five finishes in six starts ? and relatively new applicant Regan Smith.

David Ragan, 26, was once on Roush Fenway Racing?s fast track ? until a lack of sponsorship derailed his future with the Ford powerhouse. Although Ragan was considered at candidate for the No. 22 Penske Racing Dodge, that dream evaporated when AJ Allmendinger was selected for the ride.

Desperate to continue in the Sprint Cup Series, Ragan landed at Front Row Motorsports in the No. 34 Ford. But his contract is up at the end of the year. Ragan says he?d like to ?be in a more competitive car week in and week out,? and he?s not discounting the ability for FRM to continue the building curve.

?Everyone goes into these final 10 races with a few different goals in mind,? Ragan said. ?You have some guys trying to win a championship, some guys trying to get into the top 35 and some guys trying to save their rides. I?ve been there and done that.

?For our Front Row Motorsports team, we?re just trying to get into the top 30 for the first time.?

Ragan and his FRM teammate David Gilliland are currently 29th and 28th, respectively, in the point standings.

Officer Taylor carries a video camera everywhere, making his own homegrown version of the TV-show Cops. Much like the movie Chronicle, where the lead character chronicles everything with a hand-held cam, it?s really a sign of the times?an endless videotaping of the movie of one?s life that one is starring in.

This is not your father?s LAPD. These kids say ?dude? constantly, play ear-splitting rap in the cruiser, and quip funny asides at the camera, like, ?Being a cop is all about comfortable footwear.? They beat 100-degree heat by surreptitiously sticking their heads in open beverage coolers in neighborhood bodegas.

Director Ayer, who grew up in South Central, captures the atmosphere with lots of smoggy sunrises and sunsets. Anna Kendrick, as Taylor?s fianc?e, is always a revelation. Pe?a and Gyllenhaal have highly enjoyable bickering chemistry. The rest of the cast, including TV?s Ugly Betty star, America Ferrera, are all highly effective in portraying LAPD culture.

The drama inherent in cop-corruption stories is low-hanging fruit. It?s easy and it sells, which is why Hollywood does so much of it. As Ayer points out, there?s also riveting tension in a situation where good cops have to do life-and-death things all day, then come home at their end of watch, fit into everyday society, and work hard to make their relationships normal.

This is a super-gritty, ultra-violent, hyper expletive-ridden, and often very funny film. See it only if you have a stomach strong enough to deal with the very disturbing scenes involving gangland violence, hard drugs, and human trafficking. If nothing else, End of Watch is a first-rate lesson in law-enforcement appreciation.
